The 'service' command is basically used by people who can't be bothered
to type the full pathname of an initscript in the /etc/init.d
directory.  I'm frankly not sure why Red Hat thought it was so difficult
for administrators to type '/etc/init.d/httpd start', which is exactly
what 'service httpd start' does.
