What's your LAN setting?  From your previous posts, I glean that your
network has some proxy server, presumably HTTP, and you're trying to
configure your own workstation to access the web via this proxy...

wget honors the http_proxy and ftp_proxy environment variables.  Since
you're doing this on an xterm anyway, you ought to `apropos
http_proxy` and read up on setting environment variables for your
shell.
