Regarding the /etc/sources.list line
deb file:/home/dominique/debs debs
My deb files are in /home/dominique/debs so this is where I pointed to. The second parameter points to the subdirectory that contains the Packages.gz. In my case, I put it in debs (following my dpkg-scanpackages command); in your case, you put it in the same directory as your deb files (following your dpkg-scanpackages command).
So both our instructions are correct, the difference being where you put the Packages.gz file.
