I've had the same problem though I wasn't able to fix it, just avoided it.

I was trying to install mysql5 rpm on Mandrake 2005 and the post-install script was failing (seg fault, thus was not able to create those system tables).  I installed mysql5-maxdb package instead and it worked.

Compiling from source will probably fix your problem.
