are you sure that the eth1 is installed? try issuing #ifconfig and locate if /etc/sysconfig/ifcfg-eth1 is present

So, new install ?

Start checking your lower network layers, like so:

#ping 192.168.1.200 (you said no success)
#arp              (incomplete - means no physical connection like faulty
cable
                      or power off)
#arp              (with Hardware Address showing - means routing or
iptables config
                      has to be corrected)
