It's a Debian box so /etc/sysconfig/ifcfg-ethX is not the right place.

try to do this

   # ifconfig eth1 192.168.1.200

and try to ping any IP tha belongs to 192.168.1.xxx block, if it doesn't give a reply try to check the arp table (hint: # arp -a) if it sees some MAC address that belongs to 192.168.1.xxx block, if doesn't see anything, try to check the physical connection.

Also, double check your /etc/network/interfaces file for possible typo's. Much better If you can post it here.
