i suggest you start by how you will manage the packages/files. are your distro will be source code based or rpm dependent? a good linux distro must have a good package management system. like installing, updating, removing files. and then make a lists of default packages and directories.

Many distros started as "customized versions" of Red Hat Linux
(Mandriva, SuSE, CentOS) and Debian GNU/Linux (Ubuntu, Xandros). So
the answer is yes.
