This is interesting.

Mandating opensouce is tantamount to discrimation against proprietary software. Each software (FLOSS, proprietary, whatever else is out there) has their own place in the IT ecosystem.

There are still plenty of areas where proprietary software is considered a superior choice over FLOSS.  What kind of opensource adoption model are you looking into?

As a user of opensource software, I would really like to see widespread adoption of opensource software where it is applicable. I also hope that we become major contributors to the opensource market. I hope to see a government program that would develop opensource software that is not only for our own use, but for the world as well.

Malaki din ang IT spending ng gobyerno natin.  If we can use a portion of this budget to develop common/core software for general government use, malaking benepisyo sa atin yan. Hindi lang sa reduced government spending, pero yung kabutihang idudulot din nito para sa pagpapalwak ng kaalman sa programming, development, and other technical skills.
