May not cost much. In fact, there's a ghood chance that the application already exists and will require only minor mods. Proprietary software often does NOT meet all the needs of government offcecs. What often happens is that government offcies may inadvertently tailor their specifications to meet the capabilities of existing softwarer that they are soemwhat familiar with. That is getting it backwards and will cost more in the long run.
The bottom line is getitng software that WORKS and COSTS LESS. In most cases, proprietary software DOES NOT meet both of these. Open source, however, often does. And does it better.
