Speaking as an outsider, with a limited understanding of Philippines
history and politics (ie I'm not sure how entrenched the US is in the
national psyche). I just thought I would make a comment on the above
paragraph.

To me it does not read "anti-american" rather as "pro-philippines". My
take is that the bill should be promoting the local ICT industry through
the development of FOSS based services and products.
