thats not true. the most popular encryption are open source. everybody knows how rsa, aes and des are implemented. actually the US military is going to adopt commercial software technologies for their own internet called the global information grid.
I attended a presentation hosted Lockheed Martin consultants early this year at PikePeakJUG in Colorado. They presented prototypes of applications using Linux and using opensource java technolgies like Spring and Hibernate. Lockheed Martin is pushing this because it will be more advantageous for US Military and they will save billions of dollars in developing thesame using proprietary software. The prototypes they presented are all about ecryption applications. SELInux is NSA is compliant a clear example that open source technology is now being used for military purposes.
