Ahh point taken, i didn't understand it was going to be used to provide services to the public rather than just a small group. In that case hitting it at around 10K transaction/day should be enough to cover your troubles.

Here are Tips then:
Stay away from qmail and send mail (Ive seen them crashing so many times because of traffic, its like the machine is getting hit by DDOS), if you really must use them hook the script directly to be called when an email is received and for incoming SMS make sure to store it to DB with heap tables to speed it up, have another table to replicate it to avoid losing data when the db restarts (on second thought all messages going in and out must be stored on DB to slow them down). If you can get an itegno gsm modem, it has a linux driver that can allow it to use 19K+ baud rate then use the maximum buffer possible. during sending of SMS just use AT command to push 10-20 outgoing SMS at a time without waiting for the OK acknowledgement, this is possible only with the buffer size set to highest possible value. The OK replies should be buffered safely without causing the modem to emit errors. Stay away from kannel and other gateway since they are slower -- they doesn't use the mentioned buffer technique/hack.

Roger, my point was not that your MMS suggestion is wrong. My point is that, if the market is local, most of the local phones are not MMS capable . Of course Docomo is a completely different story. I assumed the recipients would be local.
