That is one contestable claim that the good gentleman introducing this
bill to Congress is trying to realize, amidst the well-known quirks
and scandals that befall his own housemates.
For the long run, give us a roadmap. Where is FOSS iin the
Philippines heading in the next 50 or 100 years? Yes, perhaps I may
extrapolating dates to the extreme, but lets face it: you never know
if FOSS can last that long.
And so does proprietary software.
let me attack this problem on another angle.... if this bill to push FOSS to
the government just to save money... then this is not the solution to the
intenteded problem... philippines have lots of money (eg. remittances from
OFWs, our natural resources, our exports, off-shore revenues and many
more)... the main problem and the cancer of our society is the graft and
corruption in the government.... our politicians have a "show me the money"
mentality.... even if this bill succeed... politicians will find ways to
circumvent this bill just to aim their main goal - money, money, money...
if we cure our cancer... who cares what software the government will going
to use simply because we have lots of money to spend as long as that
software serves their needs...
if that will going to happen... then let us make a bill to fund research and
development technical people to move forward...
