Are you saying that its much better not to adopt a free software
license (not just GPL but GPL compatible as well), and instead focus
on alleged "business-friendly" "open source" licenses?

No, these are an expression of my personal preference, not what I want
for government. :-)

I don't like the infectious licenses and prefer business friendly and
"not-so-dogmatic-and-ideallistic" licenses like the GPL.

If that's the case (we're going technical here), you can't use the
FreeBSD, Modified BSD, and even the Boost Software License ;)

But then you don't have to declare it sa such, like I said its just
being technical and nothing philosopical here is considered.

Hmmm... I was leaning towards the stance that Government not prefer
any sort of software license: just technical specifications pertaining
to technical requirements, and contractual non-technical
requirements/specifications (like source code will be made available
to government, and use of the source code not be restricted in any way
shape or form, or something to that effect).

we could always create a new license anyway, that is fit for the local
requirements.

Yet Another Free Looking License? No thank you. :D
