This may change based on further discussion, but currently, our policy is that a cellphone(SIM) will be good for only one precinct, no more. If course, cheats can always buy more SIMs, register under a false name and send a false report. But again, watchers who belong to accredited orgs will be assigned a higher credibility index. We have a few more mechanisms to cope with what we expect to be the biggest problem: how to deal with cheats who will join as watchers and then send in false reports.

    anybody with a 1000$ fpga and a modified adsl modem can do that. but
    of course you can be caught very easily since you are affectively
    announcing where you are.
