It is best to let new employees use the open source stuff and gradually extend it to the existing employees. As time passes, If you have enought people using FOSS, you set up an informal help center in the office, which is how most tech problems are solved anyway. It kind of like "Pare, paano gawin sa OpenOffice yung ganito?" "Ah, ganyan lang yan!" "Dali lang pala, TY ha?" Also you can channel the savings in licenses on the first year for support and trainning. Your actual savings start on year two, when more people become more adept at FOSS. The good news is you are actually going to need trainning only once, then it lasts a lifetime na. In the our company only one out of four divisions went back against the migration. Two have fully migrated and one is actually begging me to migrate them na (I'm biding my time--"change management" and all). I guess they see the benefits from the other two divisions.
