I disagree. I think the bill is not going far enough. It should push
not only for migration but a standardisation of all government
software data formats and metadata and give the IT managers in each
department greater freedom in choosing and enhancing and contributing
software for the governments use.
and Install the necessary infrastructure to allow ordinary filipinos
to contribute code to fulfill government needs and requirements.


The bill does tackle the issue of open standards (which I believe
would pertain to protocols, file formats, etc.) -- I believe this part
should stand on its own without making FOSS a mandatory choice.

Reading the above "mandatory choice" just raises a paradox flag in my
brain, which might explain why I don't like the FOSS bill one bit.
