IIRC, disk quotas are implement on mount points, so if you only have
/, the quota restrictions will be implemented wholesale, which is bad.
You're better off separating /home and /var, at least. ('An ounce of
prevention...' and all that.)

Other choices:

1. If /var/mail/spool is used, use the Postfix mailbox_size_limit parameter.
2. If you're using Courier IMAP, use maildirquota and the maildirsize file.
