admins.  Perhaps the greatest issue is human factor.  Effort is
involved in any change.  Users and admins will resist for this reason
alone.  Sudden changes can overwhelm the users and admins.  A measured
approach is always better.  Clearly, the company (or admin) is not yet
ready to make the change.
