nada for gentoo... just install pppoe (the livecd gentoo installer ought to take care of it). can't say for ubuntu and fedora (because i haven't tried pldt dsl on those distros). though when i tried using pldt dsl (last may 06) it did require to log in via a web interface... which really sucks. i don't know if it still does that now.
