I am connected to SmartBroadband via a LinkSys WRT54GL wireless
router. My desktop is wired to the LinkSys and my laptop connects
wirelessly to the LinkSys. Smart (Meridian Telekoms) assigned a
non-routable IP address 192.168.xxx.yyy/255.255.224.0 to my LinkSys,
and each computer at home is assigned non-routable addresses of the form
192.168.1.zzz/255.255.255.0 by the LinkSys.

If I do bittorrent, I am expected to be reachable from outside, since I am
supposed to allow bittorrent connections to my machine.

Does Smart do NAT to assign to my LinkSys a routable IP address, so that
my LinkSys is reachable from outside?

How do I configure LinkSys so that my desktop or laptop is also reachable
from outside?

There are some sites (like FedoraUnity.org) where the only downloads
allowed are by bittorrent.

Any help will be appreciated.
