parameter... i haven't used ubuntu in over a year.... but i think yes
thats the command. or go to the gui and press reload/refresh. i do
know that you may have to refresh your repositories. sorry, i
couldn't be much help.

Not really a direct answer but it would be a lot easier to install
firestarter by doing a "sudo apt-get install firestarter" at the
terminal.
