The first step that PLUG should do is to help computerize the transmission
of votes by setting up a very good network. Counting and canvassing of votes
at the precinct level takes only 4-8 hours but it will take several weeks to
canvass all the national votes.  In between elections, public schools can
use these computers and network for accessing the Internet.

A web based tally of votes per precinct is a good project too. Voters can
check if the votes of their precinct tally with the Comelec's final national
tally.  We can avoid dagdag=bawas with this system.

The last step is the use of vote counting machine which i believe is just a
waste of money if the the two items above are not in-place.  If this step is
finally implemented, I suggest that the number of voters per precinct be
increased. Right now, Comelec reduced the number of voters per precinct to
less than 150 making it easy for politicians to know the voters individual
preferences or votes.

(1) Should we not be involved in the process of computerization of
Philippine elections?  This may be a long-term project (not for May 2007),
but I believe that we are quite competent to advise COMELEC on how to go
about computerizing the entire election process, from casting of ballots, to
canvassing, to transmission of data to the election centers.

(2) Should we not get involved in the "Quick Count" efforts for the May
2007 elections?  The PPCRV (Parish Pastoral Council for Responsible Voting)
and other non-government organizations are spearheading the "quick count"
efforts.
