The list of files is fixed (the list can be found in the *jigdo file
itself, which is a gzip compressed file). When I was using jigdo to
download a DVD image, I got lots of messages at the start about
missing Debian packages. A casual check showed that the packages were
superseded by more up-to-date versions.

I was worried whether I could finish the download, but since I
couldn't find a more up-to-date *jigdo file I decided to continue to
see what happened. Later I found out that jigdo downloaded the missing
packages from a snapshot repository different from the mirror location
I chose. The repository contained all the out-of-date packages jigdo
needed to complete the DVD image.
