Ubuntu is being positioned at the typical office/home user -- the  non-techies 
-- hence any dev packages are not isntalled by default.

Having a "standard dev" meta-package would be useful, but what would be placed 
in it?  LAMP programmers' needs are different from C programmers (or any other 
platform-specific developers).

I think that's why there's just a build-essential metapackage (make, gcc, etc.) 
 You then pick what else you need, e.g. install kernel headers if you'll be 
compiling kernel modules (some software, like VMWare Server, require this), or 
the full source if you'll be hacking away at the kernel.
