I think its the client youre using, not vsftpd.

the weird thing is that it only happens to new uploaded files. I tried
uploading a new file and the permission is 000 and all new files I uploaded
still have the 000 permission. What I did is change the permission of the
new uploaded file in the server to 664 and upload the same file again to
overwrite it.. After that, all files I uploaded now have 664 permission...
