This is because the expertise is locked up in oracle. In open source
projects the knowledge get shared and refined and then applied several
hundred times over.  Thats what happened in gcc and linux. You
eventually end up with more experts than when you started.

This example is a historical artifact. Not enough research has been
done by the open source community yet. This companies invested in
supplier lockin via licensing and hoarded the knowledge. Thats why
they are big. But the knowledge is trickling out and eventually they
will lose their competitive position.
