but... but... everybody and their neighbor free lance developer has a payroll system implemented in VB. And sold for <20,000 pesos. See Titanium Technologies for example.
In my opinion, it's not worth the effort to build-your-own (F/OSS dogma notwithstanding) when you can get one for <20,000 pesos. And then run it under WINE if paying M$ licenses bugs you.
