i think that's DoD 5220.22-M 8-306 /E and if it's C & E, overwrite
would be 7 times.

the de facto standard for securely shredding files is by using the
Gutmann's method[1]
as implemented on Ncrypt[2], Eraser[3], etc.

e.g.
shell> ncrypt --wipe-gutmann ......
