Well yes...as for it being practical, that depends on one's preference. :)
For instance my wife and kids usually get annoyed when they grab the
keyboard from me and type only to see gibberish on the screen. ha ha

I can type with reasonable speed on QWERTY but I tend to look at the
keyboard lest I mistakenly type as if on Dvorak.

For me the only downside is that vi (I don't do Emacs, maybe I should?) keys
are awfully out of place on Dvorak. ugh.
