Hmm you can probably assemble a very spacious server machine (4 GB RAM, 160GB drives possibly on RAID, and a Core 2 CPU) for around 20k or such. You'd then want to research on getting the best possible performance from your machine if you want to run it as a Xen dom0 hosting several domUs, like optimizing pdflush and such.
