In the past, I have tried its mail merge wizard and it has always worked. But after reading this email, I tried it for myself to find out that what you just said is true.
What JRE are you using for your OOo? AFAIK, mail merge and other OOo functions need Java to run. And one more thing, I encountered the same problem before when I was using SimplyMepis then... and it turned out that you have to install the OOo counterpart to MS Access.. which I forgot because I don't use it. OOo in Ubuntu doesn't have that component installed so you might want to give it a try. It worked for me before. I hope this helps.
