If you want to bring the cost down, just buy an M2ATX power supply (80USD) which is an intelligent power supply for any motherboard designed specifically for car use. Buy the motherboard and all other components locally and fabricate your own casing depending on the type of setup you want. Casing can even be made of wood as long as you have two fans cooling the components.
