If speed or large bandwidth is a requirement, go wired. CAT 5 copper-based cable should suffice. And not so expensive. CAT 5 has an effective range of 100m. 10 floors is about 30 or so meters only, vertically. Run a CAT 5 cable from a port in one of the switches in the 20th floor down to a switch on the 10th floor. You have to look into where and how the cables will run -- ask bldg administration. If you have a lot of users on the 10th floor with huge bandwidth requirements going to servers on the 20th floor, consider using gigabit ethernet switches (a pair of them) that can do port aggregation.
