The Ateneo CS volunteered to be part of an intiative with the Bluepoint foundation to do the "business and data modeling" for this for free. This was one of challenges identified. At the time, the NDCC couldn't find the time to meet us and it just stayed that way.
Actually, even a few simple tools would have hellp. Google spreadsheet/maps/Twitter and glued with GAE would have gone a long way. Oh well. I think the department is still open to this.
