ssh is the requirement for password management system we use..this 
implementation is actually for this purpose. shared account password management 
platform.

Why not just use SSL connections?  It should be enough for encrypted db access 
unless of course your servers are geographically dispersed.  In that case, then 
vpn/ ssh tunneling would become ideal.
