Not *too* difficult though.  Similar networks here in the US (which
pay for themselves), while maybe not quite $11/month yet, are pretty
damned reasonable for what you get.  

Utilities are usually completely self-financing, capital and operating
costs being paid by user fees.  It cost a lot of money to build our
water supply system here in Portland too, much more than a fiber
build, but it didn't get paid for with taxes.

Folks need to be a little bit more aspirational here.  We don't have
to wallow in over-priced mediocrity.
