That magic voodoo was first implemented (and quite well also) in AppleTalk. Novell's IPX also handled such tasks. It's codified in Zeroconf networking (http://www.zeroconf.org/) and the defined address range for use is 169.254.0.0/16. There are RFCs describing how things should work out and a couple IETF draft standards.
