Do you *really* mean it doesn't spin up, that is, the spindle doesn't
turn?  

Having just dismantled a pile of floppy drives for parts and played
with the spindle motors a little, that sounds like a problem that
won't affect the data on the platters, which is probably a positive
thing from a data recovery perspective.

On the floppy drives, the electronics for the spindle motor is
completely separate from the data handling electronics.  Its sole
purpose seems to be to get and keep the disk spinning at the right
speed.

One other random thought: In the very old days, I had a disk (a 20MB
"HardCard" in an AT&T PC6300, the latter of which was pretty hawt in
the pre-IBM PC-AT days) with a stiction problem.  To get it to boot up
after sitting for a while, i had to physically drop the case a couple
inches onto the disk for the shockwave to break the adhesion.
