To close this thread. Careful testing with Drew's help (and external Linksys wireless radio) revealed that the radio is sufficiently powerful (100mW), but works only within line-of-sight of the AP. The most logical explanation is that the driver for the card is less than optimal. I ordered an Intel Pro 3945 A/B/G mini pci-e card to replace the original one. The driver is in all kernels since 2.6.24. This model may be nearing its EOL, but it will certainly do for my wife's needs with the Satellite. Replacing the card is also a more efficient solution than buying (and manipulating) an external, USB radio.
