Tim, This is apparently an Xfce4 change from the earlier versions. Now, when the icon is clicked, the login screen (GDM) pops up with a bar along the bottom of the screen. At the extreme right end of that bar is a white disk. Clicking that brings up a menu to reboot, shut down, suspend, or hibernate. Apparently, these unmarked, non-discript icons are not sufficiently intuitive for me to know what they do, nor that I want to click on it to get to the shut down menu item.
