It sounds like you're more interested in knowing why the Actiontek
DSL modem is setup this way than a workaround.

But, in case you do want a workaround to this retardedness you could try 
the following:

In the '/etc/ppp/peers/dsl-provider' file, comment out the "usepeerdns" 
line,

This way your resolv.conf file won't be overwritten and you can point at 
whatever DNS
you want to.

I just did away with all my DNS troubles by installing DNS cache.
