It seems that this is at the heart of the issue. If you do a Google search on "DSL peerdns" you'll see a lot of threads on this. The "peerdns" setting seems to be specific to DSL service and people seem to have the same problems not just with Qwest nor with just the Actiontec modem. As DSL is provided by a Telephone company it doesn't surprise me that they get this wrong.
