When I set my VPN up, it cost less than $200. It involved OpenBSD, OpenVPN, and an embedded system from Soekris Engineering (http://www.soekris.com/net4501.htm). I've found that the box I used can't really handle hundreds of connections, but it can handle at least a few. The company also offers boards with more memory and faster processors (and thus more connections). -- Vincent L.
