If I recall, your regular computer has a recent version of Ubuntu. Ubuntu comes with a utility to make a bootable USB stick. You just need an Ubuntu ISO that you can download from Ubuntu, and a USB stick with about 800 MB free space. Also, perhaps we could transplant the hard disk from the laptop to a different laptop that has a functioning CD drive, install Windows 98, then move it back.
