Actually, now that you mention it, I'll admit I've never actually *looked* under the covers to see what's going on in the Google Voice app on the phone... On my phone (again unbranded, Nexus One, so I get stock Android from Google, yadda yadda) I get the option to complete calls either with my network *or* with Google Voice. When last I checked, my GV calls didn't seem to eat any minutes, but who knows what sort of black-magic they have going on behind the scenes to make that happen.
