I happen to be prepared for this question; I just got my plugpbx.org system going. But it took me several days to do so. Including an OS upgrade (because system time wasn't being update) which broke some stuff.
With the plugpbx, you could possibly do the d/a and a/d conversion with 1 or more cheap linksys or other box(es). Although you should experiment with these boxes first, in my case the echo cancelling was unsatisfactory. I did use a digium clone a/d card which was much better, but I finally gave up on a/d on the phone line. (I could make you a deal on that card.. ) If circumstances permit you could replace the POTS lines with commodity voip lines (I use vitelity.com ). Downsides include different and unlisted phone numbers, more fiddling and in my experience less reliability. Upside is huge cost savings and supplier independence.
