Sounds like sloppy XML. Named entities ("&<name>;" e.g. "©") are
not allowed without an explicit definition -- only numbered entities
are allowed by default. It's possible that there is a case issue on
the fs causing the definition to be missed, but I would think you would
get an earlier XML error about being unable to find the referenced
file. Seems more likely that it was only tested on IE, which is to
standards compliance as fish is to bananna.
You might have some luck just treating it as html or possibly `xmlto`
could manage to translate it.
