I think your neighbor gave you a bum steer.  It's possible the carts are
refilled and the printer thinks they've run out, or the jets are clogged,
but I'm not sure it's worth taking a risk on the cost of new carts (or
refills).

BTW, Windex can help unclog inkjets.
