I tripped over the solution. I accidentally right-clicked on the desktop 
and found "Create Launcher...". I put in the Name: footpedal and the 
Command: footpedal, and clicked OK. An icon of a foot appeared on the 
desktop with the name "footpedal" under it. It starts up the program 
when clicked.

I also remembered to copy footpedal.rules from /etc/udev/rules.d so that 
I don't have to correct the permissions for it each time it is launched.

While I solved this one myself, I still thank this list for providing 
help on other things.
